The Advanced Terrestrial Observation Mechanics is a group of Scientists that look at things like uninhabitable planets and if it is possible to Terraform them and the ability to communicate with aliens in other galaxies without having to send a probe to that planet.

As a child Robert Neeson adored space, in his adulthood Neeson wanted to create a nationwide chain of laboratories that had no involvement with the government or any Business interests. He succeeded but not only nationwide but infact a universal one, when humans made contact with aliens, Neeson was allowed to build more labs on different planets with most of his facilities on Earth in all the continents and some on other planets in the Milky Way system.
